Causes

An attempt to contact a global catalog took longer than the specified threshold.
Resolutions

Verify that there is a local global catalog server available. If there is not a local global catalog server available, verify that there is a global catalog server in the same site. If there is a local global catalog server or one available in the same site, verify that it is not overloaded.
