The Active Directory® directory service was unable to allocate a new domain controller GUID, which is necessary because this domain controller was restored from backup media. As a result, this domain controller will not be able to start up in normal mode.

Reinstall the operating system, and either attempt to restore the domain controller from backup media or promote the machine to be a new domain controller.
