This monitor and alert indicates that the System Center Management Health Service has downloaded invalid secure configuration or missing action account information.

Critical state: Transition to critical state if the System Center Management Health Service receives a new action account without credentials (7009) or with blank password (7011), or if the System Center Management Health Service failed to process newly downloaded secure configuration (7022)
Healthy state: Transition to healthy state if the System Center Management Health Service processed all security configurations successfully (7023).
The critical state can indicate the following may be happening on the agent:
The System Center Management Health Service cannot find the credential for the action account for management group. Monitoring will be significantly impacted.
The System Center Management Health Service has downloaded a new account in a management group, but the password is blank. The System Center Management Health Service does not support managing Windows credentials with blank passwords. The account has not been updated. If this account existed previously, its old password will be used and logon may fail. If this is a new account, the action account will be used instead. The name of the account has been withheld for security purposes.
The System Center Management Health Service has downloaded secure configuration for a management group, and processing the configuration failed.
You can perform the following steps to resolve the problem or to gather data prior to seeking assistance from Microsoft product support:
Ensure proper credentials are entered for all action accounts.
Ensure there are no blank action account password.
Capture all 7### events, save the Operations Manager event log on the agent computer and call Microsoft product support. During the support call, mention the most recent 7### events and any error codes (e.g. event 7022) inside the event and ask if the Operations Manager event log is needed.
